One of Lombardo's earlier successes was the creation of health insurance purchasing cooperatives for municipalities. The success of this program led to the formation of Inter-Municipal Insurance Services (IMIS) in 1992. In 1997, The Benecon Group was formed through the merger of the benefits division of S.N. Lombardo Insurance Brokers and IMIS.

The professional staff of the Consulting & Actuarial Divisions serve the needs of larger employers Nationwide. The Public Sector Services Division manages the municipal, county and public schools group purchasing cooperatives. In addition, the Broker Services Division serves as a General Agency for Capital BlueCross/Keystone Health Plan Central, Highmark Blue Shield, HealthAmerica/HealthAssurance, United Healthcare, United Concordia and Delta Dental. The combined divisions of Benecon distribute products or services that cover companies, government and non-profit cooperatives.
