Veteran U.S. EPA Compliance Officer Joins EEC
EEC Welcomes Greg Arthur As Senior Project Engineer
Environmental Engineering & Contracting, Inc. (EEC) welcomes Greg Arthur, formerly of the U.S. EPA Region 9, to its Oakland-area office as a Senior Project Engineer. Mr. Arthur will expand the firm's services in Northern California and throughout the United States, assisting clients in industrial pretreatment, NPDES permit compliance, and storm water management. Mr. Arthur worked for the U.S. EPA Region 9 for 30 years, most recently as a senior inspector and compliance officer in the Clean Water Act Compliance Office.
"Greg brings the highest level of pretreatment and NPDES expertise to our clients and excellent working relationships with State and federal regulatory staff throughout the western United States," said EEC president John Shaffer. "His inspections alone of nearly 700 NPDES and pretreatment facilities, combined with his well-known reputation for using a common-sense approach in solving compliance issues with industries, POTWs, and State regulators, will aid clients in solving complex problems that would otherwise be very difficult to solve without someone with his level of expertise. We are thrilled to have Greg join EEC, and many of our clients are excited that he is now available to assist them as a consultant."
Mr. Arthur has broad regulatory knowledge of all aspects of the NPDES Program, from standards, permits, inspections, and sampling, to self-monitoring, compliance, enforcement, and litigation, to pretreatment, storm water, 301(h) waivers, and State oversight. He has acquired broad technical experience in water pollution control--sewage, storm water, drainage, industrial, brines, and reclaim from sewage treatment plants, sewer systems, military facilities, metal finishers, refineries, mines, shipyards, electrical components manufacturers, centralized waste, food processors, and others. He has evaluated the NPDES compliance of numerous sewage treatment plants, pretreatment programs, industrial users, and direct discharging industries throughout California, Hawaii, Nevada, Arizona, Guam, and American Samoa. His experience includes civil and criminal litigation and has involved expert witness testimony.
Among his many accomplishments, Mr. Arthur received the 2008 Silver Cover Award from the California Water Environment Association for his long-term support of the P3S Committee. He has also taught courses, given lectures, and authored professional papers for the California Water Environment Association, CLE International, Stanford University, and the U.S. Geological Survey, among others.
Mr. Arthur holds a B.S. and M.S. in Civil Engineering from Stanford University.
